CARDE was last seen on September 28th, 2011 in the area of Notre Dame Avenue and Bangor Avenue. CARDE is described as Caucasian, 5'9" tall with a thin build, balding grey medium length hair and a grey light beard. He was last seen wearing black pants, a black jacket, blue plaid shirt and black and white shoes. The Winnipeg Police Service is concerned for CARDE's well-being. September 30th, 2011 11:00 a.m. 2011 ROADWATCH PROGRAM RESULTS The Winnipeg Police Service 2011 Road Watch Program began in April 2011. Since that time the Road Watch Program has had the following results: - 47 drivers with driving over .08 - 5 drivers refusing to provide a breath sample and - 71 drivers received 24 hour suspensions after registering a Warn on the roadside screening device - 10 drivers were arrested for outstanding warrants or were found to be breaching court orders. A total of 581 Provincial Offence Notices were issued for various Highway Traffic Act offences which included: - 85 Unlicensed drivers - 36 Seatbelt and 35 cell phone offences - 98 Equipment violations - 106 Uninsured vehicles The Winnipeg Police Service remains committed to traffic enforcement, ensuring the safety of the citizens of Winnipeg. FINANICAL ROBBERY C11-206103 On Thursday, September 29th, 2011 shortly after 5:00 p.m. Winnipeg Police Service Members were dispatched to a financial institution within the 3400 block of Roblin Boulevard for a report of a robbery that had just occurred. Upon arrival officers located a 54 year old male victim inside the bank with serious upper body injuries. Paramedics attended and transported the victim to the hospital in critical condition. At this time the investigation has revealed that a lone male suspect armed with bear spray had entered the financial institution and attended directly to the teller area where he began demanding cash from the employees. During the robbery the suspect began spraying the substance into the air. A physical altercation between the suspect and the 54 year old male who was working as a sub-contractor for the bank occurred. During the altercation the victim sustained injuries to his upper body. The victim's condition has been upgraded from critical condition to unstable condition. The suspect is described as follows: - Caucasian Male, approximately 5'7" to 6'0" tall with a medium build This investigation is ongoing by members of the Major Crimes Unit. Anyone who has information regarding this incident or the suspect is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477). FIRE INVESTIGATION- ARREST C11-205701 On September 29th, 2011 just before 7:00 a.m. emergency services responders were dispatched to a multi-room residence within the 400 block Alexander Avenue for a report of working fire. Fire crews worked to extinguish the fire, while Paramedics transported three residents to the hospital in stable condition for minor injuries. As a result to the continued investigation by the Arson Strike Force Unit, assisted by Division 11 Officers, a 58 year old male was arrested in connection with this incident. Damage to the residence is estimated to $100,000. Howard Samuel MURDOCK, 58 years of Winnipeg has been charged with the following offences for his alleged involvement in this incident: - Arson to property - Arson disregard for human life MURDOCK has been detained that the Winnipeg Remand Centre. FRAUD INVESTIGATION- ARREST R11-93502 On September 29th, 2011 Division 11 Crime Unit Members entered into a fraud investigation involving an internet posted ad for hockey tickets. This investigation revealed that sometime between September 1st, 2011 and September 18th, 2011 a number of tickets were intercepted. A 28 year old male subsequently created an internet ad to fraudulently sell the tickets. As a result of the continued investigation a 28 year old male from Winnipeg will be facing the following charges: - Theft from mail sent by post - Fraud under $ 5000.00 - Possess property obtained by crime The Winnipeg Police Service would like to remind members of the public to be cautious when making any purchases via the internet. Thursday, September 29th, 2011 BREAK ENTER AND THEFTS ARREST C11-204862 On September 28th, 2011, between 1:30 a.m. and 4:30 a.m., numerous vehicles were broken into and contents removed while parked in the area of Inkster Gardens and the Maples area of the city. As a result of the incidents, property such as: cellular phones, personal items, including other electronics were stolen: These events took place in the following areas: · 100 block of Sedona Crescent · First 100 block of Petriw Bay · First 100 block of Petriw Bay · 100 block of Rose Hill Way · 200 block of Rose Hill Way · First 100 block of Rose Hill Way · First 100 block of Robins Nest Bay · 100 block of Sedona Crescent · 100 block of Sedona Crescent · First 100 block of Santa Fe Drive At approximately 4:15 a.m., District 3 uniform members observed the suspect fleeing the area of Petriw Bay and Rose Hill Way. Members of the Canine Unit tracked the suspect to the rear of a residence located in the 200 block of Rose Hill Way. As a result, he was taken into custody and placed under arrest. The investigation continued by members of the District 3 Crime Unit. A 16 year old male has been charged with: Theft Under $5000.00 x 10, Break, Enter a Dwelling House, Possession Break In Instruments, Possess Property Obtained by Crime and Failure to Comply with a Sentence. He was detained at the Manitoba Youth Centre. Wednesday, September 28th, 2011 HOMICIDE ARREST C11-202815 On Sunday, September 25th, 2011 at approximately 4:20 a.m., Winnipeg Police Service members responded to the area of Boyd Avenue and Andrews Street to check on the well being of an injured male. Upon arrival, officers located a deceased male who has since been identified as 20 year old, David Michael VINCETT. An autopsy has been completed, and it has been determined that the victim succumbed to upper body injuries as a result of a firearm discharge. The investigation has revealed that on September 25th, 2011 at approximately 3:00 a.m., the suspect was in the area of the 500 block of Boyd Avenue when he made contact with the victim. After a verbal exchange between the two, the suspect produced a gun and discharged it in the direction of the victim striking him in the upper body. The suspect fled the area prior to police arrival. As a result of the ongoing investigation led by members of the Homicide Unit, a 14 year old male was arrested on September 27th, 2011 at approximately 9:35 p.m. He has been charged with 1st Degree Murder and detained at the Manitoba Youth Centre. FATAL MOTOR VEHICLE COLLISION C11-204508 On September 27th, 2011 at approximately 3:45 p.m., members of the Winnipeg Police Service including other emergency personnel responded to the area of Dufferin Avenue and Main Street regarding a serious motor vehicle collision. Investigators have learned that an 80 year old male driver of a 1960 Fiat in company of a 71 year old female was travelling southbound on Main Street near Dufferin Avenue. Due to heavy traffic in the area, several vehicles in front of the Fiat had stopped. It appears that the driver of the Fiat failed to stop in time subsequently colliding with the rear of a Ford F-150 truck. The initial collision created a chain reaction involving two additional vehicles. The only injuries sustained were to the occupants of the Fiat. The 80 year old male driver was conveyed to hospital in critical condition however he has since succumbed to his injuries. The 71 year old female was transported to hospital in unstable condition, but has been upgraded to stable condition. The investigation is continuing by members of the Central Traffic Unit. Investigators are seeking information regarding the victim's whereabouts leading up to the time of the incident. COMMERCIAL ROBBERIES ARREST C11-204019 On September 26th, 2011 at approximately 10:10 p.m., members of the Winnipeg Police Service responded to a commercial robbery at a restaurant located in the 1100 block of Main Street. It was discovered that a male suspect attempted to remove cash from the till however was unsuccessful. The suspect fled the store on foot. Moments later, officers responded to a drug store located in the 1100 block of Main Street regarding a commercial robbery. The male suspect confronted a store employee while indicating he was armed with a gun. The suspect eventually fled with a small amount of merchandise. No one was injured as a result of either incident. Attending members subsequently located the suspect in a washroom of a neighbouring business at which time he was placed under arrest. Members of the Major Crimes Unit continued with the investigation. As a result, a 43 year old male suspect is facing 6 additional charges regarding previous commercial robbery incidents. They are as follows:
He is facing the following charges: Robbery x 3, Robbery with a Weapon x 5 and Fail to Comply with Conditions of a Recognizance x 6. He has been detained. FIRES C11-204119 On September 27th, 2011, at approximately 1:10 a.m., emergency personnel responded to a vehicle fire in the area of the 800 block of Beach Avenue. As a result, damage is estimated at $15,000.00. A short time later, within close proximity, a small garbage fire was located and extinguished in the area of the 700 block of Manhattan Avenue. Patrolling members then located another working vehicle fire in the area of the 700 block of Talbot Avenue. As a result, damage is estimated $7000.00. A second garbage fire was extinguished in the area of the 800 block of Beach Avenue. No arrest(s) have been made at this time. Members of the Arson Strike Force continue to investigate. Monday, September 26th, 2011 STRONG ARM ROBBERY ARREST C11-202603 On September 24th, 2011, at approximately 11:35 p.m., members of the Winnipeg Police Service responded to the area of Donald Street and York Avenue regarding a strong arm robbery. The investigation has revealed that a 21 year old male victim had been confronted by a male suspect who demanded his property. The victim was assaulted causing a non-life threatening injury. The suspect fled the area on foot when members of the Winnipeg Police Service Cadet Unit observed the suspect enter a transit bus travelling northbound on Main Street. This information was related to Uniform Patrol members at which time the bus was located and stopped. A 16 year old male was arrested and charged with: Robbery with a Weapon, Carry Concealed Weapon and Fail to Comply with Condition of an Undertaking. He was detained.
