Winnipeg Police Service News Release

 

  Sunday, October 30th, 2011

2:20 p.m.
 
 
FIRE- ROADWAY RE-OPENED          C11-228612
On October 30th, 2011 just before 11:00 a.m. a patrolling police unit observed a working fire at an apartment block located within the 1000 block of Henderson Highway.
 
Emergency services personnel were dispatched to assist.   
 
A 75 year old female was transported to the hospital in unstable condition and she has since been upgraded to stable condition.
 
Both north and southbound Henderson Highway has now been re-opened to traffic. The Winnipeg Police Service would like to thank motorists for their patience.
 
A cause of the fire has not yet been determined.

HOMICIDE INVESTIGATION- UPDATE     C11-227666
As previously released, on October 29th, 2011 at approximately 2:30 a.m. Winnipeg Police Service Members were dispatched to the area of Rorie Street and McDermot Avenue for the sound of shots being fired.
 
Upon arrival, responding officers located an injured adult male in the area of the 1st 100 block of Arthur Street. Paramedics attended and transported the victim to the hospital in critical condition where he has since succumbed to his injuries.  The victim has been identified as Oudy PHRAKONEKHAM, 20 years of Winnipeg.
 
The investigation has revealed that the victim was a passenger within a vehicle in the area of Rorie Street and McDermot Avenue when a firearm discharge occurred.   This vehicle left the area and travelled a short distance before stopping within the 1st 100 block of Arthur Street where police and paramedics where summoned. 
 
This investigation is continuing.  Anyone who has any information regarding this incident or the suspect(s) is asked to contact the Homicide Unit at 986-6508 or CrimeStoppers at 786-TIPS (8477).
 
 
MALE SHOT                                    C11-228043
On Saturday, October 29th, 2011 just after 4:30 p.m. Winnipeg Police Service Members were dispatched to the area of Selkirk Avenue and Salter Street for reports of the sound of shots being fired and a male shot. 
 
Upon arrival officers located an injured youth male.  Paramedics attended and transported the male to the hospital in critical condition. 
 
The 14 year old male victim has since been upgraded to critical, stable condition. 
 
This investigation is continuing by members of the Major Crimes Unit.

ASSAULT WITH A WEAPON              C11-228365
On October 30th, 2011 at approximately 1:10 a.m. emergency services personnel were called to a business in the 500 block of Portage Avenue for a report of a male that was stabbed. 
 
Upon arrival officers located a 21 year old male who had sustained stab wounds to his upper body.  Paramedics transported the victim was transported to the hospital in critical condition, where he has since been upgraded to stable condition.
 
At this point, the investigation has revealed that while inside a night club, an altercation occurred between the victim and a male that was known to him, resulting in the victim being stabbed.     
 
This investigation is continuing by members of the Division 11 Crime Unit.  Anyone who has any information regarding the incident or the suspect is asked to call 986-6668 or CrimeStoppers at 786-TIPS (8477).
 
 
SHOTS FIRED- HOMICIDE INVESTIGATION       C11-228497
On October 30th, 2011 at approximately 4:40 a.m. Winnipeg Police Service members responded to a hotel parking lot within the 1000 block of McPhillips Street for a report of shots being fired. 
 
Upon arrival officers located an injured adult male.  Paramedics transported the male victim to the hospital in critical condition where he has since succumbed to his injuries. 
 
This investigation is continuing.

Emergency services responders are currently on scene in the area of the 1000 block of Henderson Highway for a working fire.
 
As a result Henderson Highway has been closed in both directions.  Northbound traffic is closed at Munroe Avenue and southbound traffic is closed at Devon Avenue.
 
Motorists and pedestrians are asked to refrain from attending to this area until further notice.

STABBING                            C11-226798
On October 28th, 2011 shortly after 2:00 a.m. Winnipeg Police Service Members met with a 19 year old female who indicated that she had been robbed as she was walking in the area of Main Street and Stella Avenue.
 
As a result of the investigation, officers learned that the victim was approached by an unknown male who requested a cigarette.  When the victim indicated she did not have any cigarettes the suspect proceeded to physically assault the victim, knocking her to the ground.  Assorted personal property was taken from the victim before the suspect fled the area. 
 
It was not until after the incident had occurred that the victim realized that she had been stabbed.  The victim was transported to the hospital in stable condition for injuries to her upper body.
 
The suspect is described as: 
 
- Aboriginal male, approximately 18 to 19 years of age with short black hair    
 
This investigation is ongoing. 
 
 
 
COMMERICAL ROBBERY                    C11-226796
On October 28th, 2011 at approximately 2:00 a.m. Winnipeg Police Service Members responded to a convenience store within the 400 block of Edison Avenue for a robbery that had just occurred. 
 
Upon arrival officers learned that a lone male suspect, armed with two knives, entered the store and demanded cash and cigarettes from two employees.  The suspect obtained an undisclosed amount of cash and cigarettes before fleeing the store. 
 
The suspect is described as: 
 
- Aboriginal male approximately 5'10" tall, with a husky build.  He was wearing a dark hoodie and blue jeans. 
 
There were no reported injuries.

Halloween Safety Tips
 
Winnipeg, MB - The Winnipeg Police Service and the Winnipeg Fire Paramedic Service are encouraging citizens to make Halloween a safe and enjoyable occasion.
 
Here are some general safety tips for everyone to consider:
 
·        Try to trick-or-treat when it is still light outside.
·        Wear a bright, reflective costume made of flame-resistant material.
·        Carry a flashlight, and use glow sticks, or reflective tape as part of your costume. Encourage children to stay away from open flames.
·        Ensure children know how to stop, drop and roll if their clothing catches fire.
·        Why not use make-up instead of a mask? Masks can shift and obscure vision.
·        To prevent falls, ensure costumes fit well and aren't too long and don't have too much loose material.
·        Have a responsible adult go trick-or-treating with you.
·        If someone older cannot go with you, trick-or-treat as a group.
·        Plan your trick-or-treat route ahead of time. Pick well-lit streets.
·        Stay on sidewalks, look left, right and left again to be sure no cars are approaching before crossing the street. Always cross the street at corners and crosswalks; never cross between parked cars or in the middle of the block.
·        If there is no sidewalk, walk facing traffic.
·        Never enter the home of a stranger.
·        Discuss with your children the route they will be travelling and what time they are required to return home.
·        Only eat treats that have been examined by your parents.
·        Choking occurs most frequently among children under two years of age, but can happen at any age. Eating while playing, running, jumping, or talking increases the likelihood of choking.
·        ATTENTION DRIVERS! Children will be very excited and their actions could be sudden and unpredictable. Exercise caution and Just Slow Down.
 
Your home for Halloween:
 
·        Make sure your home is well lit, your yard clear and safe, and pets are secured so no harm comes to them or the children.
·        Dried flowers, cornstalks and crepe paper are highly flammable. Keep these and other decorations well away from all open flames and heat sources, including light bulbs and heaters.
·        It is safest to use a flashlight or battery-operated candles in a Jack-o-lantern. If you use a real candle, use extreme caution. Make sure children are supervised when candles are lit.
·        Be sure to place lit pumpkins well away from anything that can burn and far enough out of the way of trick-or-treaters, doorsteps, walkways and yards.
·        Remember to keep exits clear of decorations, so nothing blocks escape routes.
·        Children should not use knives or other sharp instruments to carve pumpkins.

FRIENDS OF THE CANADIAN WHEAT BOARD PROCESSION – ROAD CLOSURE
On Friday, October 28th, 2011, between 11:30 a.m. – 12:30 p.m., members of the Winnipeg Police Service will be escorting participants of the (FCWB). This event will commence at the Red River Exhibition Grounds, continue east bound on Portage Avenue, proceed northbound on Main Street and conclude on McDermot Avenue.
 
The east side curb lane of Main Street, directly in front of the Canadian Wheat Board will be closed until 1:30 p.m.
 
Motorists may wish to consider an alternate route as lane closures will occur and traffic will be disrupted for a period of time. When passing the procession, please use extreme caution and reduce your speed when in the area of the lane closure on Main Street.
 
Our focus is to ensure the safety of everyone involved.

Winnipeg Police Service News Release:

ATTEMPT VEHICLE ROBBERY C11-225424
On October 26th, 2011, at approximately 7:45 a.m., District 3 Uniform Patrol members responded to an attempt vehicle robbery incident in the area of Selkirk Avenue and Andrews Street.
 
Attending members met with a 49 year old female victim who had been operating a Dodge Caravan. She related that at approximately 6:20 a.m., she parked her vehicle in the area of the 500 block of Selkirk Avenue. Upon exiting, she was confronted by two unknown males who initially asked her if she had a "light." The victim declined and began to walk away. It was at this time one of the suspects stepped in front of the victim and physically made contact with her. He demanded a ride however, the victim attempted to walk away a second time. The suspect then physically assaulted the victim to the upper body when demands for a ride continued.
 
The victim, fearing for her safety fled to her vehicle and managed to lock the doors. As she was attempting to leave the area, one of the suspects stepped in front of the vehicle. The suspects subsequently kicked and punched at her vehicle causing minor damage. The victim eventually drove off and the suspects fled the area. Members of the Winnipeg Police Service were notified.
 
The suspects are described as:
 
Suspect 1 – Male, Aboriginal in appearance, 20 years, 5'5" tall, husky build, chubby face, short black hair, dark eyes, unshaven and wearing dark clothing.
 
Suspect 2 – Male, Aboriginal in appearance, thin build and wearing dark clothing.
 
The investigation is continuing by members of the District 3 Crime Unit. Anyone with information regarding this matter is asked to contact investigators at 986-2848 or CrimeStoppers at 786-TIPS (8477).

Winnipeg Police Service News Release:

 

  Wednesday, October 26th, 2011

 
 
COMMERCIAL AIRLINE DIVERTED – ARREST C11-225140
On October 25th, 2011, at approximately 7:15 p.m., a Commercial Airline, with 148 passengers on board, was en-route from Edmonton, Alberta to Toronto, Ontario when a male passenger became unruly.
 
The investigation has revealed that the male appeared intoxicated, and refused direction from crew members. He subsequently attempted to light a cigarette while on board when a female crew member attempted to intervene. His aggressive and belligerent behaviour continued at which time the cabin crew restrained the male to ensure the safety of everyone on board.
 
As a result of the incident, the Commercial Airline elected to divert to the Winnipeg James Richardson International Airport.
 
Upon landing, members of the Winnipeg Police Service met with crew members and placed the male under arrest.
 
Byron PINKSEN, 41 years of Grand Prairie, Albertahas been charged with the following offences due to his alleged involvement:
 
·        Damaging or interfering with navigation facility
·        Cause Disturbance
·        Utter Threat to Cause Death or Bodily Harm
·        Mischief Endangering Life
·        Interference with crew member
·        Consuming liquor other than provided by aircraft operator
 
He was detained.
 
 
COMMERCIAL ROBBERY – ARRESTS C11-224674
On October 25th, 2011, at approximately 3:30 a.m., uniform patrol members, including members of the Canine Unit responded to a commercial robbery incident at a convenience store located in the 400 block of Springfield Road.
 
It has been determined that two male suspects entered the business, indicating they were armed with a gun. The 26 year old male clerk was threatened and an undisclosed amount of cash and cigarettes were stolen. No one was injured as a result of the incident.
 
Due to the efforts of all officers involved, and after a brief foot pursuit, both suspects were located and arrested in the area of the 1400 block of Rothesay Street. A recovery of the stolen property was made.
 
Members of the Major Crimes Unit continued with the investigation.
 
Corey Andrew ROULETTE, 31 years has been charged with the following offences as a result of his alleged involvement: Robbery with theft, Utter Threat to Cause Death or Bodily Harm and Fail to Comply with Conditions of an Undertaking.
 
Robert Jonathan MAYO, 28 years has been charged with Robbery with theft as a result of his alleged involvement.
 
They were detained.
 
 
SHOTS C11-225409
On October 26th, 2011, at approximately 5:10 a.m., members of the Winnipeg Police Service responded to the sound of shots in the area of the 600 block of Sherbrook Street.
 
Attending member's located evidence to support a fire discharge occurred, however no injuries were reported.
 
No arrests have been made at this time. The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).
 
 
SHOTS C11-225410
On October 26th, 2011, at approximately 5:25 a.m., officers responded to the area of the 300 block of Thames Avenue regarding the sound of shots in the area. Evidence to support a firearm discharge took place, however no injuries were reported.
 
No arrests have been made at this time. The investigation is continuing by members of the Major Crimes Unit. Anyone with information regarding this matter is asked to contact investigators at 986-6219 or CrimeStoppers at 786-TIPS (8477).
 
 
 
Note: There is no information to support that these incidents (shots) are linked. The investigations are ongoing.
