Winnipeg Police Service News Release

 

 

Saturday, December 31st, 2011
11:00 a.m.
 
 
HOMICIDE INVESTIGATION         C11-269541
On December 31st, 2011 just after 5:00 a.m. Winnipeg Police Service members were dispatched to a residence within the 600 block of Selkirk Avenue for a report of a shooting that had occurred.
 
Upon arrival officers located a number of individuals within the residence.  Paramedics transported an injured adult male to the hospital in critical condition, while a second person, an injured adult female, was transported to the hospital in stable condition. 
 
The injured male has since succumbed to his injures. 
 
This investigation is ongoing by members of the Homicide Unit and a number of individuals are being interviewed at this time.

COMMERICAL ROBBERY            C11-269206
On December 30th, 2011 just after 6:00 p.m. Winnipeg Police Service Division 13 members responded to a retail store within the 500 block of Selkirk Avenue for a commercial robbery that had just occurred. 
 
Upon arrival officers learned that a 48 year old male clerk was working when a lone male suspect entered the store and produced a large machete.  The suspect damaged the cash register and fled the store with merchandise.
 
The store clerk did not sustain any injuries.  
 
The suspect is described as; Male, Aboriginal in appearance, approximately 5'5" tall wearing a parka and dark pants, and a balaclava.
 
This investigation is ongoing.  Anyone who has any information regarding this incident or the suspect is asked to contact the Major Crimes Unit at 986-6219 or CrimeStoppers at 786-TIPS (8477).
 
RESIDENTAL ROBBERY                     C11-269232
On December 30th, 2011 at approximately 7:00 p.m. Winnipeg Police Service members were dispatched to an apartment complex within the 500 block of St. Mary Avenue for a report that a male had been shot. 
 
Upon arrival officers located the 43 year old male victim with a lower body injury consistent with a gun shot wound.  Paramedics attended and transported the victim to the hospital in stable condition.  
 
At this stage in the investigation officers have learned that the victim was within a suite when he heard a knock at the door.  Upon opening the door a suspect male, armed with a firearm, entered and demanded the victim turn over property from within the suite. 
 
During the robbery the suspect discharged the firearm striking the victim in the lower body.  The suspect fled the suite with assorted electronic items and police were notified. 
 
A number of units attended and searched the area with negative results.
 
The suspect is described as:
 
- Male, Caucasian, approximately 30 years of age with an athletic build. He was wearing a dark jacket and dark pants. 
 
This investigation is continuing by members of the Major Crimes Unit.  Anyone who has any information regarding this incident or the suspect is asked to call 986-6219 or CrimeStoppers at 786-TIPS (8477).
 
COMMERICAL ROBBERY                     C11-269229
On December 30th, 2011 at approximately 7:00 p.m. Winnipeg Police Service members responded to a convenience store within the 400 block of Edison Avenue for a report of a commercial robbery that had just occurred by a lone male armed with a knife. 
 
Upon arrival officers met with the two store clerks, a 19 year old male and a 52 year old female, who were not injured during the incident.  Officers learned that the suspect entered the store and immediately confronted the clerks demanding cash and cigarettes. 
 
The suspect fled the store travelling westbound after obtaining an undisclosed amount of cash and cigarettes.
 
The suspect is described as:
 
-          Male, Aboriginal in appearance, 20 to 28 years of age, approximately 5'10" tall with a heavy build.  He was wearing a dark coloured dark and a hoodie. 
 
This investigation is continuing by members of the Major Crimes Unit.  Anyone who has any information is asked to call investigators at 986-6219 or CrimeStoppers at 786-TIPS (786-8477).

Winnipeg Police Service News Release

SEXUAL EXPLOITATION- ARREST UPDATE    R11-76639
As previously released, on Wednesday, August 10th, 2011 members of the Winnipeg Police Service Child Abuse Unit entered into an investigation regarding a teenage victim who had allegedly been the victim of sexual assault by a 39 year old male.
 
The investigation has revealed that between May 2009 and May 2011, a number of sexual offences were committed against the victim by this male.  The victim and the male are known to each other through organized activities.
 
During the afternoon hours of Thursday, August 11th, 2011 a search warrant was executed at a residence in the area of Niakwa Road and St. Anne's Road where a suspect male was arrested without incident. 
 
Stuart Garrett YOUNG, 39 years, of Winnipeg had been charged with sexual exploitation and sexual assault.
 
On December 29th, 2011 as a result of the continued investigation led by members of the Child Abuse Unit, Stuart Garrett YOUNG turned himself into police at the Public Safety Building.  YOUNG will be facing the following additional charges for his alleged involvement:
 
-          Sexual assault X2
-          Voyeurism
-          Sexual exploitation and
-          Fail to comply with conditions of an undertaking   
 
He has been detained in custody at the Winnipeg Remand Centre. 
 
This investigation is ongoing and therefore no further information will be provided.

FRAUD INVESTIGATION- ARREST               C11-264582
On December 22nd, 2011 just before 6:30 p.m., Division 16 Uniform Members responded to a pharmacy within the 1100 block of Pembina Highway for a report of a male attempting to pass forged prescriptions for medication. 
 
Upon arrival officers located the male and he was taken into custody without incident. The male was found to be in possession of forged prescriptions and identification in several different names.   As a result of the continued investigation several more forged prescriptions and a loaded handgun were located within a vehicle at this location. 
 
As a result of the continued investigation by a number of police units, and lead by members of the Commercial Crime Unit, the true identity of the male was learned and it was discovered that an outstanding federal arrest warrant for fraud related offences, was in effect from Minneapolis, Minnesota.
 
Investigators learned that on or about September 10th, 2011 the suspect male decided to flee the United States, in a Piper aircraft in attempts to start a new life in Canada. The aircraft departed from Minneapolis, Minnesota and flew into Canada, subsequently landing at an airport in St. Andrews, Manitoba.   
 
A search warrant was executed at a residence in the area of Hargrave Street and Broadway Avenue and the following items were seized:
 
·        Forged prescriptions and related production tools for the forging of prescriptions and accompanying identification, which included computers, a thermal printer, and an inkjet printer
·        Approximately $35,000.00 in Canadian and US currency
·        Approximately $85,000.00 in one ounce gold coins (current market value, $1,560 per oz)
·        Approximately $756 in one ounce silver coins (current market value, $27 per oz)
·        An electronic control device and bear spray
·        Assorted medications obtained via the forged prescriptions
 
Travis Madgalena SCOTT, 34 years (aka; Paul Ian DECKER, Travis OLSON) has been charged with the following offences for his alleged involvement in this incident: 
 
- Possess loaded restricted weapon
- Possess weapon for dangerous purpose
- Unauthorized possession of restricted firearm X2
- Utter forged document X4
- Possess prohibited weapon X2
 
SCOTT has been detained in custody at the Winnipeg Remand Centre. 
 
Winnipeg Police Service Members have been in contact with the RCMP and the Canada Border Services Agency as well as the US Marshals Service who are initiating extradition proceedings to have this male returned to the United States.

STRONG ARM ROBERRY- ARREST   C11-268129
On December 29th, 2011 at approximately 3:15 a.m. Winnipeg Police Service Members responded to a hotel in the area of McPhillips Street and Jefferson Avenue for a report of a male seen with a gun. 
 
A number of units attended and located observed a male and female running through the hotel area.  After a brief foot chase Division 13 officers took both persons into custody without incident. 
 
The investigation has revealed that the suspect male, along with a female known to him, were walking through the parking lot when the male suspect approached the victim, produced a handgun and demanded his property.  Personal property was obtained and the suspect male and female fled the scene, only to return a short time later.  
 
As a result of the efforts of uniform members, the personal property from the victim and two replica handguns were recovered.  The female who had accompanied the male suspect is not facing any charges. 
 
Robert Dean TRAVERSE 23 years of Winnipeg has been charged with the following offences for his alleged involvement in this incident: 
 
- Robbery with firearm
- Possess weapon for dangerous purpose X 2
- Carry concealed weapon X 2
- Point firearm
- Possess firearm while prohibited X 2
- Use firearm while committing indictable offence
- Breach of probation and an outstanding warrant for arrest for fail to comply with probation order
 
TRAVERSE has been detained in custody.   
 
 
VEHICLE ROBBERY                  C11-268772
On December 30th, 2011 just after 1:00 a.m. Winnipeg Police Service members were dispatched to attend to the area of 1st 100 Carlton Street for report of a vehicle that was just stolen by a number of individuals.
 
Upon arrival officers located the 21 year male victim who explained that he had been travelling southbound on Carlton Avenue when a white vehicle pulled out in front of his car.  Approximately four male suspects, with one armed with a handgun and one armed with a knife approached and entered the victim's vehicle. 
 
The victim was instructed to drive a short distance and then told to get out of the vehicle.  The vehicle sped off and was last seen travelling down the north back lane (paralleling Broadway) from Carlton Avenue.
 
The victim was not injured during the incident.  

STOLEN VEHICLE: 2004 Black Nissan Maxima (4 door), Manitoba License: GES 586

The suspects are described as: 
Suspect #1: Caucasian male, approximately late 20's to early 30's, approximately 5'8" tall with a skinny build and wearing a dark hoodie.
Suspect #2: Caucasian male, approximately 29-34 years of age, approximately 5'8" tall with a medium build and short black hair.
 
This investigation is ongoing by members of the Major Crimes Unit.

Winnipeg Police Service News Release

FIRE INVESTIGATION                   C11-267523
As previously released, on December 28th, 2011 just before 4:15 a.m. emergency services responders were dispatched to a multi- unit condominium complex within the 800 block of St. Paul Avenue for a report of a working fire. 
 
Upon arrival, the fire was well involved and it was determined that all occupants of the building had safely escaped.  The fire was fought for a number hours before it was extinguished, resulting in a complete loss of the structure.  At this time, damage estimates are three million dollars. 
 
This investigation is ongoing by members of the Arson Strike Force and the Office of the Fire Commissioner.  A cause of the fire has yet to be determined. 
 
 
FRAUD INVESTIGATION- ARREST        R11-125579
Winnipeg Police Service Division 13 Crime Unit members entered into an investigation regarding stolen Winnipeg Jets hockey tickets that were being sold to unsuspecting individuals throughout the City of Winnipeg.   
 
As a result of the continued investigation a suspect male was identified and on December 28th, 2011, he turned himself into the Division 13 police station. 
 
A 21 year old male will be facing four counts of fraud under $5000 and possession of goods obtained by crime.  He has been released to appear in court at a later date.
 
The Winnipeg Police Service is recommending that individuals looking to purchase hockey tickets only do so from persons to known to them or through an appropriate ticket exchange venue. 
  
 
COMMERICAL ROBBERIES- ARREST        C11-259505
On December 28th, 2011 at approximately 2:00 a.m. Winnipeg Police Service members were dispatched to a convenience store within 400 block of Talbot Avenue for a report of a male that had just attended to the store that is believed to be responsible for a previous robbery that had occurred on December 15th, 2011. 
 
Upon arrival East District Members confirmed that the male suspect had fled the store westbound on Talbot Avenue.  A canine team attended and a track was initiated.  As a result of the track, the suspect male was located in the area of the 300 block of Talbot Avenue without incident.   
 
As a result of the continued investigation by members of the Major Crimes Unit, the same male suspect is believed to be responsible for the following incidents:
-          Robbery- December 15th, 2011 at 3:30 a.m. at a convenience store within the 400 block of Talbot Avenue. Cigarettes and merchandise obtained.
-          Theft- December 15th, 2011 shortly after 6:00 a.m. at a convenience store within the 1000 block of Henderson Highway. Cigarettes and merchandise obtained.
-          Possession Property Obtained by Crime- May 27th, 2011, a mountain bike valued at $450.00
 
There were no injuries reported during these incidents.   
 
David Ross JOHNSON 38 years of Winnipeg is facing the following charges for his alleged involvement in these incidents: 
 
- Robbery with weapon
- Carry concealed weapon
- Possession of weapon for dangerous purpose
- Theft under
- Possess property obtained by crime
 
JOHNSON has been detained in custody.

FIRE - ROADWAY RE-OPENED    C11- 267523
On December 28th, 2011 just before 4:15 a.m. emergency services responders were dispatched to an apartment complex within the 800 block of St. Paul Avenue for a report of a working fire. 
 
A number of roadways in the immediate area were closed as fire fighters worked to extinguish the fire. 
 
Both north and southbound Arlington Street has since been re-opened to traffic.
 
The Winnipeg Police Service would like to thank motorists for their patience.  Emergency crews remain on scene at this time.
