Robbery Investigation – C16-154961
On July 26, 2016, at approximately 3:45 p.m., Winnipeg Police received a report of a robbery that had just occurred at Grant's Old Mill Park.

The victim was a male in his sixties who utilized a walker for mobility assistance. He was approached by an unknown male who grabbed his arm and demanded money. Before he could respond the victim was assaulted in the upper body and knocked to the ground. An undisclosed amount of money was turned over, however, the suspect continued to assault the victim while he was on the ground. Prior to fleeing the suspect threatened the victim should he contact police.
   
The male suspect is described as:
- Caucasian
- Approximately 6-feet in height
- Spoke with a slight accent (unknown what language)
- Short brown hair
- Dark coloured eyes
- Wearing a blue coloured baseball hat, shorts and a t-shirt

Missing Person – Joshua TOD – C16-151907
The Winnipeg Police Service is requesting the public's assistance in locating a missing 10-year-old male, Joshua TOD.  The last confirmed sighting of TOD was in the North End area of Winnipeg on the afternoon of Friday, July 22, 2016. 

TOD is described as an Aboriginal male, 4'9" tall, 65 pounds, dark eyes, thin build, black hair and brown eyes. His current clothing description is unknown at this time.

The Winnipeg Police Service is concerned for TOD'S well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Operation Dry Water

  
Education and enforcement directed toward reducing alcohol related incidents on the waterways.

July 30 - August 1 (Long Weekend)
By the middle of summer, boating is in full swing. With warmer water, hotter days and many enjoying fun in the sun on their boats, it is the perfect time to remind Canadian boaters about the risks of drinking and boating.

Alcohol is a factor in nearly 40% of boating incidents and many Canadians simply do not understand that there are intensifying factors, known as "stressors", such as sun, wind, waves and the rocking motion of the boat that can greatly increase the effects of alcohol on the water.

There are many vessels where drinking is simply not allowed. Open alcohol containers are only allowed on boats that are design to be 'residences', with sleeping facilities, a head (washroom facilities) and cooking facilities. And drinking is only allowed when that boat is at anchor, docked or hard aground; never while underway.

The laws surrounding when a boater is considered impaired mirror provincial driving laws.  Some provinces have even put in place legislation that has impaired boating affecting the boaters' rights to drive their automobile; being charged on the water equals remedies on land.  In provinces that have not enacted similar legislation, many boaters forget that "having a few too many" on the water, by extension, may lead to being impaired while driving home.

In 2013, the Canadian Safe Boating Council launched a campaign over the first weekend in August called Operation Dry Water. This campaign focuses on messaging about the potential risks of drinking and boating, the remedies that are currently in place to discourage the behavior and heightened police enforcement on the water.

During Operation Dry Water, marine enforcement will saturate high traffic areas on lakes and canals throughout the provinces, intensifying efforts to detect and apprehend boat operators who are operating under the influence of alcohol. As part of this initiative, the media will be provided with information from the Council to educate their audiences about the dangers of drinking and boating, its prevalence and the remedies that are in place to curb the problem.

Homicide Investigation – C16-156802
On July 28, 2016, at approximately 11:30 p.m., Winnipeg Police general patrol and Tactical Support Team units attended to the 100 block of Bannerman Avenue for a report of gun shots heard in the area.

It was determined that an incident had occurred in a multi-family residence on this block which has now resulted in an ongoing investigation by the Winnipeg Police Service Homicide Unit.

No further information is available at this time.

Project Return 
The Winnipeg Police Service's Counter Exploitation Unit and the Missing Persons Unit, in partnership with Outreach Workers from the Community in Winnipeg (StreetReach, W.O.N. – Winnipeg Outreach Network), initiated a joint project on Thursday, July 28, 2016, with the aim of protecting youth within our city who are at high risk of being sexually exploited. The operation resulted in the following:

- Four males arrested between ages of 14 and 52 for
Purchasing Sexual Services CC 286.1(1)
- 2 Vehicle seized under the Prostitution HTA offence. 
- 16 CPTSD contacts (Crime Prevention through Social
Development) were made to identify and assist those
involved in the street level Sex Trade
- 55 locations known to be frequented by high risk missing
youth checked   
- Five at risk youth were located with each transported to a
lace of safety
- One of these missing youth was arrested for Failing to
Comply with Conditions of an Undertaking

The Winnipeg Police Service remains committed to issues surrounding our missing youth and those at risk of sexual exploitation in the community.

The Winnipeg Police Service is requesting the public's assistance in locating a missing 89 year old male, Victor BURTNYK.  The last confirmed sighting of BURTNYK was in the St. James area of Winnipeg on the morning of Thursday, July 28, 2016. 

BURTNYK is described asa Caucasian male, 5'10" tall, 180lb, glasses, medium build, short grey hair, blue eyes.  He was wearing a short sleeve grey and navy blue print t-shirt, dark pants and black shoes.  He was last seen driving a 2011 blue 4 door Toyota Corolla, Manitoba Plate:  AJX 141.

The Winnipeg Police Service is concerned for BURTNYK'S well-being and is asking anyone with any information regarding his whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Homicide Investigation Update – Male Youth Suspect: C16-138707
As previously released -On July 5, 2016, emergency personnel responded to the area of Portage Avenue and Donald Street regarding an injured male.
   
The victim was transported to hospital, but succumbed to his injuries.
   
The victim has been identified as:
 - Cyril Quentin WEENUSK, 26 years, of Oxford House, Manitoba.
   
Investigators believe that the victim had an altercation with a group of people in the area of Portage Avenue and Donald Street. The altercation turned violent and proved fatal.
   

On July 15, 2016, Winnipeg Police Homicide investigators arrested a male regarding this incident:
 - Geordie Douglas WOOD, 22 years, of St. Theresa Point, Manitoba, has been charged with Second Degree Murder. Wood was remanded back into custody.

Investigators have obtained a Court Order authorizing the release of images of a suspect, possibly a youth, sought in connection with the homicide. Investigators are requesting the public's assistance in identifying this male. The suspect is seen wearing a black and white coloured camo-style jacket.

Commercial Robbery Suspect: C16-142404 & C16-142320
On July 9, 2016, at approximately 10:30 p.m. Winnipeg Police responded to a report of a commercial robbery in the 100 block of Keewatin Street.
   
Employees reported that the male suspect, brandishing a knife, demanded and received an unspecified quantity of cigarettes. The suspect fled the prior to police arrival.
   
On July 10, 2016, at approximately 12:30 a.m., Winnipeg Police responded to a report of a commercial robbery in the 3500 block of Roblin Boulevard.
   
The same suspect may be responsible for both robberies.
   
The suspect in both instances is described as:
 - Male, Aboriginal in appearance, 20 to 25-years old, 5'8" to 5"10" in height, thin to medium build, short dark hair. The suspect had a tattoo on his right arm of a black outline of a cross approximately 13 centimetres in length.

Attempt Murder – Arrest: C16-154955
On July 26, 2016, at approximately 3:30 p.m., Winnipeg Police and Fire Paramedic Services responded to a report of a male being assaulted in the rear lane of the 600 block of Main Street.

A 57-year-old male was transported to hospital in unstable condition. The victim's condition has since been changed to stable but critical.

A short time later responding general patrol and Tactical Support units arrested a suspect in the area of Main Street and Higgins Avenue.

Aaron Bryan HOULE, 33-years-old, has been charged with the following offences:
- Attempt Murder
- Robbery
- Fail to Comply with Probation Order
- Possess Scheduled Substance (Methamphetamine)

Houle was detained in custody.

CitizenOnline Crime Reporting System Expanded
In October 2012, the Winnipeg Police Service launched the Citizen Online Crime Reporting System, an online reporting system that allowed citizens to electronically report non-violent incidents involving no known suspects.

This included:

- Damage to Property
- Damage to Vehicle
- Theft
- Theft from Vehicle
- Lost Property

This initiative was part of the Service's Strategic Plan to improve public access to police processes through technological and electronic enhancements, and has proven to a be popular reporting option.

The CitizenOnline Crime Reporting System eases the amount of time victims of crime spend reporting incidents.  The system also provides the Service with better data for crime analysis and deployment of resources, and enables better management of call volumes through the Service's Communications Centre.

One of the early limitations to the reporting system was not being able to accept reports where physical evidence was present, including video evidence related to incidents. A recent upgrade now allows the acceptance of these reports.

In an effort to continuously improve the service provided to the citizens and businesses of Winnipeg, this is the first of a number of on-going improvements to the CitizenOnline Crime Reporting System.

Citizens can now make reports involving physical and video surveillance evidence.  This upgrade will benefit the citizens of Winnipeg, however, this improvement will have the greatest impact on our business community.  A report can now be completed immediately on line, and physical and video evidence can then be taken to the closest police Service Centre.

A soft launch of this upgrade was initiated over the past weekend to ensure technological changes functioned properly.  Effective today citizens can fully use the reporting system.

Online reporting does not replace traditional reporting. It is simply an enhancement providing an alternative for citizens and businesses.

Keep your kids safe online

Kids today can go online from so many different sources, including video game consoles, tablets and smart phones, and even handheld gaming devices. Young people are increasingly living their lives online, and their digital devices are some of their favorite toys and tools.
Shouldn't this new playground be a safe and nice place? With your guidance, it can be. Teaching Internet safety in the elementary years will have lasting rewards for you and your kids.

Internet Safety Basics

Help your kids understand that they should:

  • Never share their names, schools, ages, phone numbers, or addresses;
  • Never send pictures to strangers;
  • Keep passwords private (except to parents);
  • Never open email from strangers – it may contain viruses that can harm a computer; and
  • Immediately tell an adult if something mean or creepy happens.

Strategies for a safer online life

  • Visit only age-appropriate sites. Check out the site before your kids visit it. Know what features and what content exist and make sure they're good for your kids.
  • Search safely. Use safe search settings for young kids or think about applying filtering software to limit inappropriate exposure.
  • Avoid strangers. Tell your kids that people aren't always who they say they are in cyberspace. Explain that if someone they don't know talks to them, they shouldn't respond but should let you know.
  • Be a good cyber citizen! Remind kids that an Internet playground is still a playground and they need to play nicely. A good rule of thumb: If they wouldn't do something in real life, they shouldn't do it online.
  • Keep the computer in a central place.So you can see what's going on.
  • Establish expectations and limitsabout the amount of time your children spend online and what they do.
  • View your own habits carefully.You are their role models.
  • But, mostly, be involved and have fun with them! Start by showing interest in the sites they visit and the games they play and your job will be a lot easier when they start exploring these technologies more independently.

Update - Fatal Motor Vehicle Collision – C16-150491
As previously released, on July 20, 2016 approximately 5:45 p.m.,emergency personnel responded to the area of Main Street and Logan Avenue regarding a serious collision involving a semi-trailer and a bicyclist.
                                                                                  
The investigation determined that an adult female was riding her bicycle northbound on Main Street on the west sidewalk approaching Logan Avenue.  The semi-trailer was also travelling northbound on Main Street while making a westbound turn on Logan Avenue when it collided with the female.  The victim was transported to hospital in critical condition where she succumbed to her injuries.
   
Investigators have still not positively identified the deceased as she had no identification with her at the time of the collision. 
   
The victim appears to be in her late 20's or early 30's, having a thin build and medium length dark brown hair. The bicycle she was riding was a Barletta ATB 12, white with grey writing.
   
Further to this description, the victim has distinctive tattoos on her left arm.
   
The Winnipeg Police Service is asking anyone that may have information regarding the identity of the deceased or who may have witnessed the collision to contact investigators in the Central Traffic Unit at 204-986-6271.
