Attempted Abduction – Investigation: C17-142743   
On June 29, 2017, Winnipeg Police received a report of an attempted abduction of a child. The incident occurred at approximately 2:45 p.m. in the front street in the 300 block of McKenzie Street.
   
A mother was walking with her 4-year-old daughter when a male grabbed the girl and attempted to leave with her. The mother engaged in a physical confrontation with the suspect and was able to safely retrieve her daughter. The mother sustained a minor injury and received medical attention as a result. The child was not physically harmed.
   
  The suspect is described as:
   - An Indigenous male
   - Late 20's in age
   - Short dark hair
   - Slim build
   - Diamond earrings
  The suspect was wearing:
   - Grey coloured Adidas hat
   - Purple or blue coloured Hugo Boss shirt
   - Black coloured track jacket tied around his waist
   - Grey coloured sweatshirt slung over his shoulder
   - Black coloured pants with two red strips down the side of the legs
   - Red coloured shoes with a white Nike symbol
   
   
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477). 
   
Homicide – Update – Additional Arrests: C17-133703   
As previously released:
   
On June 18, 2017, at approximately 6:15 p.m., emergency services personnel responded to a report of a male down in the front yard of a residence in the 600 block of Pritchard Avenue. The male was transported to hospital, however he was subsequently pronounced deceased.
   
The victim was identified as a William George Sumner, a 27-year-old.
   
Homicide Unit investigators have determined that Sumner had been inside a residence in the 600 block of Pritchard Avenue when a dispute ensued with an adult male and his associates.
   
The adult male produced a handgun and fired a number of shots at Sumner, causing critical injuries. The male then fled the residence.
   
On June 20th, 2017, at approximately 8:30 p.m., the suspect male was travelling in the area of Logan Avenue and Keewatin Street when he was involved in a manner of driving complaint and pointed a handgun at a motorist.
   
On June 22nd, 2017, at approximately 8:30 a.m., a General Patrol unit supervisor was patrolling the area of Logan Avenue and Keewatin Street when he observed the suspect's vehicle in traffic.
   
The vehicle was followed to the 1800 block of Logan Avenue where it parked at the rear of a residence. General Patrol unit members, along with the Tactical Support Team and ARV1, attended and secured the area.
   
The suspect male later exited the residence without incident and was placed under arrest.
   
Cameron Bounthieng Kinnavanthong, a 32-year-old male,has been charged with:
   
  - Second Degree Murder
  - Possession of a Weapon for Dangerous Purpose (x2)
  - Point Firearm
  - Unauthorized Possession of a Firearm (x2)
  - Possession of a Firearm Knowing its Possession is Unauthorized (x2)
  - Possession of a Prohibited Device Knowing its Possession is Unauthorized (x3)
  - Possession of a Restricted Firearm with Ammunition
  - Possession of a Firearm Contrary to Order (x2)
   
He was detained in custody.
   
On June 29, 2017, two additional arrests were made:
   
Gene Lester Joseph Malcolm, a 33-year-old male of Winnipeg,has been charged with:
   
  - Manslaughter
   
Jonathan Erin Catcheway, a 28-year-old male of Winnipeg,has been charged with:
   
  - Manslaughter
  - Fail to Comply with Probation Order
   
This investigation is continuing by members of the Homicide Unit. Anyone with information that may assist investigators or who may have been in the area at the time of the incident are asked to call 204-986-6508 or Crime Stoppers at 204-786-TIPS (8477).
   
Firearms / Child Pornography – Arrest: R17-7804   
In December 2016, members of the Street Crime Unit entered into a firearms investigation involving an adult male.
   
During the investigation, the Winnipeg Police Service liaised with the Edmonton Police and the Langley Detachment of the RCMP to provide assistance.
   
On March 19, 2017, a suspect male was arrested in the area of Tache Avenue and Provencher Boulevard and a search warrant was executed at a residence in the 400 block of Edgewood Street.
   
As a result of the search warrant a number of firearms and a large quantity of ammunition were seized, in addition to electronics, computer hardware and an amount of marijuana. Investigation also revealed that the suspect had been discharging firearms in the basement of the residence.
   
The male, facing a number of firearm-related offences, was detained in custody and the investigation continued by members of the Internet Child Exploitation unit.
   
A forensic analysis of seized electronic equipment resulted in the discovery of evidence of child pornography.
   
As a result, on June 27, 2017, the male was re-arrested in the 400 block of Edgewood Street and additional charges were laid.
   
Conor Errols Woods, a 35-year-old male of Winnipeg,has been charged with:
   
  - Careless Use of Firearm, Weapon, Prohibited Device or Ammunition (x4)
  - Careless Storage of Firearm, Weapon, Prohibited Device or Ammunition (x8)
  - Unauthorized Possession of a Prohibited Device or Ammunition (x5)
  - Possess of Scheduled Substance (Marijuana)
  - Makes, Prints, Publishes or Possession for the Purpose of Publication any Child Pornography
  - Possession of Child Pornography
  - Possess body armour without a valid permit or in a manner inconsistent with the valid permit (The Body Armour and Fortified Vehicle Control Act)
   
He was detained in custody.

Residential Home Safety and Security
Over recent weeks, the Winnipeg Police Service has seen an increase in the reports of residential Break and Enters. Unfortunately, break and enter is a very common major crime. Most break-ins are crimes of opportunity and relatively unsophisticated in nature. The Winnipeg Police Service has seen a 15% increase in reports of residential break and enters from 2015 to 2016.
   
The Winnipeg Police Service would like to remind citizens to be mindful of home security, at all hours of the day, when present or away. As the weather warms, keeping your windows and patio doors locked when you're sleeping, away from the home, or working in the yard, can prevent your property from being the target of a break and enter.
   
To assist the community, the Winnipeg Police Service has produced a crime prevention video which can be viewed here
   
In addition, the Winnipeg Police Service will be engaged in a residential safety audit program beginning in mid-July. Further information on the home audits, as well as additional safety tips and reminders will be posted on our web site and through social media all summer long.

Canada Day Celebrations
Celebrations for Canada's 150th birthday are expected to draw record crowds across the country, and Winnipeg will be no different.
   
Events are being scheduled throughout the city, with key venues being Assiniboine Park, Osborne Village and The Forks.
   
The goal of the Winnipeg Police Service is to ensure a safe environment for everyone looking to enjoy the celebrations. We will have additional officers and resources deployed on July 1 and Winnipeggers can expect to see an increased police presence throughout the day and evening.
   
The Forks will be the hub for the largest Canada Day gathering in the city. With that in mind, here are a few points to keep in mind as you make your way downtown this Saturday:

 - Parking will be at a premium in and around The Forks. Consider car-pooling with friends or family, walking or cycling, or taking public transit to help reduce congestion and delays.

 - Following the fireworks display officers will be holding back vehicular traffic to allow pedestrians to safely clear the area first. If you are taking your vehicle to The Forks area, expect delays of a minimum of 30 minutes when leaving.
   
  - Unless you are in a designated area, open liquor is prohibited. Please drink responsibly.
   
  - ­Consider arranging a meeting place before you arrive, especially if there are young children involved. Very large crowds are expected, increasing the chances of become inadvertently separated from your group.
   
  - Be aware of your surroundings. If something doesn't look right flag down an officer and let them know, or call the police at 911 or (204) 986-6222.
 
We want everyone to have a great time on Canada Day. With some advanced planning we can all enjoy a safe and memorable Canada Day celebration.

Sirens for Life Summer 2017 Launch - June 29, 2017
Emergency services workers often see the need for blood firsthand—just one patient with internal bleeding may need up to eight blood donors to help save their life.
   
The Winnipeg Police Service, RCMP, Winnipeg Fire Paremedic Service, STARS Air Ambulance, and Manitoba Corrections workers are joining forces to ensure patients receive the blood they need through the Sirens for Life summer blood donor drive.
   
With the help of community members, emergency services workers will top up Canada's blood supply
   
The Sirens for Life campaign runs from June 29 - August 5, 2017.
   
Anyone wishing to participate in the Blood Challenge is requested to contact Canadian Blood Services at (1-888-2-DONATE) 1-838-236-6283 or at https://www.blood.ca to book your appointment. Walk-ins are also welcome.
   
When you donate at the clinic, please indicate that you are participating in the 2017 Sirens for Life Blood Challenge.

Missing Person – JOSIAH PRATT: R17-28724   
The Winnipeg Police Service is requesting the public's assistance in locating a missing 17-year-old male, Josiah PRATT.
   
PRATT is known to frequent the downtown area and last communicated with known persons on June 22, 2017. 
   
PRATT is described as Indigenous, 5'5" in height, slim build, short black hair, and brown eyes.  He was last seen wearing beige pants, a silver watch, a black and tan coloured backpack, and grey Nike runners. 

  
 
   
The Winnipeg Police Service has concerns for the well-being of PRATT and is asking anyone with information regarding PRATT's whereabouts to contact the Winnipeg Police Service Missing Persons Unit at 204-986-6250.

Commercial Robbery - Arrest: C17-139933
Between February 15, 2016 and June 26, 2017 two commercial businesses and five financial institutions reported being robbed. In all cases, the suspect was a lone male who wore a disguise and threatened staff.
   
The Winnipeg Police Major Crimes Unit entered into an investigation and were able to identify a suspect. On June 27, 2017 officers arrested:
   
Rakesh Rakesh, 39-years-old of Winnipeg has been arrested and charged with the following offences:
  -       ArmedRobbery Using a Firearm X3
  -       Disguise with Intent X6
  -       Robbery X4
  -       Possess Weapon
   
Businesses at the following areas were targeted by the offender:
Commercial business in the 2200 block of McPhillips St. on February 15, 2016
Commercial business in the 1000 block of McPhillips St. on February 19, 2016
Financial institution in the 1800 block of Main St. on March 4, 2016
Financial institution in the 1300 bloock of Ellice Ave. on May 11, 2016
Financial institution in the 1500 block of St. Mary's Rd. on March 9, 2017
Financial institution in the 600 block of St. James St. on March 27, 2017
Financial institution in the 1500 block of Regent Ave. on June 26, 2017
   
   
Attempt Murder - Arrest: C17-139602
On June 25, 2017, at approximately 9:50 p.m., Winnipeg Police responded to a report of a male shot in the rear lane of the 500 block of Sherbrook Street. The victim, 36-year-old male, was transported to hospital in critical condition.
   
Members of the Winnipeg Police Service entered into an investigation, identifying a potential suspect.
  
On June 26, 2017 at approximately 8:30 p.m. members of the Winnipeg Police Street Crime Unit conducted at traffic stop in the area of Main St. and Manitoba Ave. where the suspect was located. Officers located and seized a loaded handgun from the vehicle.
   
Kalvin George HITCHINGS, 32-years-old, has been charged with the following offences:
  -       Attempt Murder Using a Firearm
  -       Use Firearm During the Commission of an Indictable Offence
  -       Careless Use of Firearm
  -       Pointing a Firearm
  -       Possess Weapon
  -       Possess Firearm Knowing its Possession in Unauthorized
  -       Unauthorized Possession of a Firearm in Motor Vehicle
  -       Possess Firearm, Restricted Weapon or Ammunition Contrary to Prohibition Order X2
  -       Fail to Comply with Probation Order
   
He has been detained in custody.

Male Shot: C17-139602
On June 25, 2017, at approximately 9:50 p.m., Winnipeg Police responded to a report of a male shot in the rear lane of the 500 block of Sherbrook Street.
   
The victim, a male in his thirties, appears to have been shot in the upper body while walking in the lane. He was transported to hospital in critical condition.
   
At this stage in the investigation the shooting does not appear to be random.
   
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).

With the warmer weather upon us, we are seeing an influx of cyclists on the road.  Whether you are a driver or a cyclist, we all have a role to play in sharing the road responsibly.

Cyclists, like pedestrians, are vulnerable to significant injuries or death in crashes with cars. While the top contributing factors attributed to crashes with cyclists are driver distraction and failure to yield, there are things that both drivers and cyclists can do to help everyone share the road responsibly. 

When driving, you can help reduce the chances of a crash by sharing the road safely and following these tips: 

  • Keep a safe distance.Maintain at least three seconds behind cyclists andat least one metre when passing a cyclist. Don't risk side-swiping or running a cyclist off the road.
  • Dooring is dangerous. Both drivers and passengers must shoulder check for cyclists before opening doors.  
  • Don't get distracted.Watch for cyclists on the road and make eye contact if you can, so they can anticipate your next move.
  • Look out. Shoulder check for cyclists before turning right and watch for oncoming cyclists before turning left. Scan for cyclists before you enter the roadway from an alley or get in and out of a parking spot.
  • Yield the right-of-way. Yield to cyclists and signal well in advance if you need to cross a designated bike lane or pull over to the side of the road.

 

When cycling, you can help to reduce the chances of a crash by following some simple tips and staying focused:

  • Start at the top.Wearing an approved bicycle helmet that meets safety standards.  Focus on how it fits: it should be snug, but not uncomfortable, and should not be able to roll off of your head when the chin strap is secured.
  • Reflect on safety.Be extra visible with reflective gear on your bicycle pedals and wheels.
  • Bike lanes are best.Use designated bike routes whenever possible – they're safer and reduce conflicts with vehicle traffic.
  • Don't ride on the sidewalk.If there's no bike lane, keep to the right-hand side of the road as much as it's safe to do so.
  • Follow the rules of the road. Make sure you obey all traffic signs and signals and adhere to the rules of the road.
  • Use caution around parked vehicles.Be aware of people in vehicles to avoid getting hit by an opening door. Try to keep at least one metre away from parked vehicles.
  • Shoulder check. Use hand signals and shoulder check in advance before taking any turns. Remember, drivers sometimes fail to yield right-of-way.

Commercial Robberies – Arrest: C17-138619
 
On June 23, 2017 at approximately 3:30 p.m., a suspect male entered a retail pharmacy chain in the first 100 block of Osborne Street while concealing his face and armed with a blunt object. The male approached an employee and threatened to rob the business but was unsuccessful in obtaining any goods and fled empty-handed.
 
At approximately 4:05 p.m., a suspect male entered a grocery store in the 200 block of River Avenue while concealing his face and armed with a knife. The male approached an employee and her child while making demands, robbing the business of an undisclosed quantity of money and merchandise before fleeing.
 
At approximately 11:30 p.m., a suspect male entered a gas station in the 1300 block of Taylor Avenue. The male approached an employee and robbed the business of an undisclosed amount of money before fleeing.
 
Members of the Major Crimes Unit entered into an investigation and determined a single suspect was likely responsible for all three robberies.
 
On June 24, 2017 at approximately 3:00 p.m., the suspect male entered a beer vendor in the first 100 block of Keewatin Street while concealing his face and armed with a blunt object. The male approached an employee and threatened to rob the business but was unsuccessful in obtaining any goods and fled empty-handed.
 
While responding to the incident, a K9 officer observed the suspect in the 1500 block of Notre Dame Avenue and placed him under arrest.
 
Major Crime Unit members continued with the investigation.
 
Brendon Malcolm McIvor, a 34-year-old male of Cross Lake, has been charged with:
 
- Robbery (x4)
- Disguise with Intent (x4)
- Carry Concealed Weapon
 
He was detained in custody.
 
Firearm – Arrest: C17-138756
 
On June 24, 2017 at approximately 6:50 p.m., Division 11 Community Support Unit members encountered a known male in the 100 block of Isabel Street who was the subject of an arrest warrant.
 
In dealing with the male, officers discovered a sawed-off rifle concealed on his person.
 
Stephen Michael Toews, a 27-year-old male of Winnipeg, has been charged with:
 
- Possession of a Firearm, Restricted/Prohibited Weapon or Ammunition Contrary to Prohibition Order (x3) 
- Tampering with Serial Number of a Firearm
- Possession of a Firearm Knowing its Possession is Unauthorized
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Handle Firearm or Restricted Weapon Contrary to Regulations
- Possession of a Weapon
- Fail to Comply Probation Order
- Warrant (Fail to Comply Probation Order)
 
He was detained in custody.
 
Stabbing – Investigation: C17-139065
 
On June 25, 2017, at approximately 3:00 a.m., emergency personnel responded to a report of a large fight in front of a nightclub in the 200 block of Bannatyne Avenue.
 
Upon arrival, an adult male was located suffering from stab wounds to his upper body. The male was transported to hospital in critical condition where he remains.
 
This investigation is continuing by members of the Major Crimes Unit. Anyone with information that may assist investigators is asked to call 204-986-6219 or Crime Stoppers at 204-786-TIPS (8477).
